Applying R&R in (interim) Research Evaluation?

I am involved in a mid-term self-evaluation of the computer science research in our department. Traditionally this is reporting lots of numbers, while also talking about initiatives and cooperations (again backed with numbers). Does anyone have experience applying the philosophy of Recognition and Rewards to this context?
