Abstract:

To prevent the ambitions of Recognition & Reward from being undermined, the Universities of the Netherlands (UNL) gathered a group of experts to present recommendations for responsible use of university rankings. The expert group proposes a strategy to achieve culture change in higher education institutions aligned with the principles of responsible research assessment at three levels: initiatives at institutional level (short term), coordinated initiatives at national level (medium term), and coordinated initiatives at international level, in particular at the European level (long term). This presentation will outline the recommendations provided by the expert group, and discuss the necessary steps in diminishing and ultimately abolishing the use of university rankings without posing disproportionate risks to the reputation and brand awareness of universities. The cultural change envisaged by the expert group is closely linked to the broader cultural change that has been initiated nationally and internationally, with Recognition and Rewards in the Netherlands, the European Reform of Research Assessment and the worldwide Open Science movement.
